What event_arrive is set to none, when a strategy is loaded on a DN group, should those RPs with this set for a particular URS show blank (ie not actually load a strategy under that URS)? 

I thought that was the case but I can't get this environment to do that and I suspect URS is not honouring the event_arrive option.  I'm getting a number of call collisions and repeated strategy starts.

Don't think IRD react on option event_arrive for URS - it is URS (not IRD option).
It will load strategy (= set in RP annex option strategy=...) no matter what to event_arrive set
(or is RP loaded or not IRD decided based solely on RP option strategy, not on combination of option strategy+event_arrive).

URS should not run strategy loaded on such DN though but the reason - it not supposed to get calls on such RP at all if event-arrive=none (as in such case it does not register on such RP).

If URS handles calls on RP with event_arive=none, may be check is URS register on such RP or not.

Verify the URS option name too, must be the exact URS application name
