Check UCS/URS guide for contact identification and creation.
Basically there is an order, email, phone and then last name, first name is used for contact creation or identification.
You need to modify your strategies to do whatever you need to do with a new contact. Only emails and chat by default create a full contact, because are the only media type that has name and last name.
A phone call obviously don't have a name associated.
