is there a way to give limited access to certain resources in cme? i mean i want to give access only to change skills but not delete or creat DN's, VQ,s etc to team members.

Hi,
Sure you can. Each object/folder in cme you can configure access privileges for individual persons or access groups defined in access group folder. Each object has security tab where you can do the change. If you set the privileges on the folder level, each newly added object in to this folder (skill for example) would inherit the permissions rules. The access group approach is much better as you will configure specific access privileges for each objects you want only once and aggents/supervisors who tend to be not for ever in the contact centre can be added or taken on the fly.
BUT YOU MUST BY VERY CAREFUL WHEN YOU START TINKERING WITH PERMISSIONS!!!! YOU CAN KILL INSTANTLY YOUR WHOLE CALL CENTER AND CLOSE YOUR DOOR IN TO THE SYSTEM FOR GOOD!!! SO LEAVE IT ON EXPERT IF YOU ARE NOT SURE!!!
