I am trying to place a test callover the CPD server from a Outbound campaign and I am seeing this error:
"state disconnected, dtiB1T8: 0x547 - 'Congestion on the line' ( GC_DM3CC_LIB: 0x22a - 'Network congestion' )"

I used PSTNDemo utility to place a call and also get similar error, I am suspecting Dialogic card issue. I am novice at this :(

Does it sync? Can you dial with the Dialogic tools?

I used the PSTNDemo utility that I had got from Genesys support some time back that could not dial out
Got the error GCEV_DISCONNECTED due to Network congestion
I will look around on the server for other utiliy on the server, Appreciate if you can suggest any utility. I am a novice as far as Dialogic goes.

Hum..well that indicates that it is not a Genesys issue but a Dialogic configuration, you must be sure that your T1/E1 is correctly configured and synchronized.

The phone line guy is away will check with him Monday, Asking some one to get in Server room to check if the T1 is still plugged in :)

there is a Dialogic utility (lineadmin, as far as I recall) that you can use to check for the line status

I ran the line admin as
lineadmin -board 0
The lineadmin window came up with "Line In/OutService" 01 02 03 04 all four green with a check mark in the box
Transmit Alarms are all unchecked
Does this mean lines are ok?

Based on the provided screenshot I believe there is something wrong with your first 2 E1 lines as the DChannel is only green for the last 2 E1 line.
In order to prove this, I'd disable the first 2 folders in CME (dt1B1 and dt1B2), restart CPD Server and re-test.
