when trying to open an IRD strategy, IRD throws an error like "File <Strategy name>.rbn not accessible" another error also pops up stating that "cannot open database"
I am able to open these strategy in Domain 1(one domain) and when i am trying to open these strategy is Domain 2(another domain) i am getting these errors.
Please help out.

Most likely this is a problem at the network level. Check network communication via wireshark(or other). It is not a problem with Genesys enviroment

not sure what kinda network issue i am looking at.. can u be a bit more specific please.

Apply some logic.
Your strategies are stored on a DB, your PC can't get connection to that DB by some reason.
No logs to check. As stated verify your network and PC settings
