Is there a Solution Reporting Wizard for Windows 2008 R2?
I couldn't find it...

I think that this app is supported just on Windows 2003/XP and Vista in last version (8.0). You can try install it via compatibility mode or just change ip_description and add your platform as a supported platform (this procedure is not supported and suggested).
So, there is just one possible and right solution -> install the app on supported platform.
