Can any one please explain about this : External document fetch error: Failed to fetch file?

I guess that you mean log message from MCP component - the root cause is clearly understand - the requested file is not possible to fetch into internally "cache" and use it. Why is the file not possible to fetch, you can find out in MCP logs - it can be some typo error within the file or the file does not exists, file/webserver is not reachable, etc. It is not possible get you right answer without additional info about your issue. Just try to be more specific.

Lol, SIP logs but doing what? Communicating with what other product/solution?
Please post a full logs detailing what you were doing and describe your platform and scenario.
