GAD had GSD, which was quite useful to agent skill assignment, but more importantly, it could stop selected interactions in email queues. I haven't seen any such functionality in IWS. How does one manage or view them now?

Unfortunately,Full GSD functions are not part of current IWS/WE application. For example the Skill managing is not integrated, on other hand the interactions management is there and works fine. Just read the latest doc for specific version (8.1 or 8.5)
