Reading through OCS manual: OCS monitors EventQueued, EventDiverted, EventAbandoned to pace the campaign. So, how can it be done on a Nortel PBX where EventQueued is not issued until call arrives at an agent's hardphone? Are we supposed to use URS or is there some kind of trick that would fix this?

Try using "login_ignore_queue" option of the OCS module.
