Hi,
We are having a freequent issue that connection between Gplus and Siebel Link fails. Users unable to receive or make calls but whenever Gplus adapter restarts it works fine.
Is there a way to notify the admin through email notification. Either place is fine for us, if it is from Genesys or Siebel.
If it fails immediately it should notify the admin so that we can take action before user complaining.

If the logs have an specific error maybe you can configure SCI alarms to send and email when that event happens.
But if your reaction is the "nothing is happening " trigger, then you can't. You first need to find the root of the problem

Logs, We have the issue in Siebel, Gencommdriver logs. Could you please explain in brief about the setting up of SCI alarms.

About alarm configuration should read the framework (management layer) documentation, where is all described very well.
