Does Genesys provide an SDK for Android and iOS to help develop a new chat Application ? or only APIs documentation are available?

Yes this was what I planned to use to leverage the REST APIs, however I am after SDK to speedup the development cycle by reusing available libraries instead of crafting code around the APIs. Just surprised that Genesys doesn't provide that and only exposes APIs.

You can use PSDK (C#, Java) in case you will be able to implement them into specific mobile OS.
