Is CME support UTF-8

Is CME support UTF-8? For UTF-8 with Multi language support  and value of allow-mixed-encoding
Default Value: false . With this configuration I am not able to login CME although GA is working.

Campfire:
allow-mixed-encoding should be true, here's my multi lang config server options thats works with CME
