Call wont play announcement in flow Inbound/RP1/RP2

Hello

i am having an issue where a call that dialled externally but routes into a route point/strategy wont be play the announcement requested.
So Call into RP1- strategy logic states for the call to route into RP2- where logic is to play announcement block but all i hear is ringback. In SIP logs i see RequestApplyTreatment and then after i abandon, TreatmentNotApplied (unspecified error).
If i call RP2 directly (from WDE) it works and the treatment is successfully played.
So something is stopping the flow when the call routes directly to play the announcement and hops from RP1 into RP2. 
I am guessing some options are missing which allows this flow to work.
I have other RPs which play announcements in the first RP they are received on so think the extra RP is causing issue for some reason.
We are using SIP, GVP, URS, IRD for strategies.
