Centralized GVP

We are moving from a Periphonics to GVP. With Peri we used a centralized system to deploy programs and monitor all systems at various locations. It seemed that Voice Portal Manager was the tool to do this, but with 7.5 VPM is no longer used and we have the EMPS.  We have not found the way to provision the DNIS to URL mapping across all sites from a single location.  Also how to configure each GVP, every location would have a separate I-Server and don’t see how we can set it up at a central location.  I could write a script but I had envisioned a CME type of environment and not seeing it.  I have the Deployment and Reference manuals and just don't see anything. What am I missing?
