Still can't understand why...  ??? Perhaps it is to ensure that only those ports which really need to remain open, are opened on the Network (by excluding them from a "closed" Port listing, somewhere)

I really would like to put the question into context... :(

That's what I'm thinking.  I can understand them being blocked on the internet gateway or even on some WAN connections.
