Run out of ideas - Solution Control Server wont start

Hi all

I am installing a development environment with GVP 8.1. I cannot get Solution Control Started. It terminates with

14:23:30.227 Openning server ports...
14:23:30.227 Open SCS server port, id = default, port = 2040
14:23:30.227 Incorrect conf info. Error code = 17
14:23:30.227
...Program shutdown...
14:23:30.228 Mailer: SendClose_in_Child_Process() ...
14:23:30.269 CLOSE MAILER ...

That Error code 17 seems like some OS error to me?
The version is Solution Control Server, Version: 8.0.200.04 Compiled: Dec  8 2009 09:39:36 running on Linux.

Any ideas?
