Ummm...
If your instance of CCPulse is not configured correctly in your Configuration Manager (CIM or CME), then you will not be able to connect to any StatServer...
I will have a go at the steps you might need to check but I find it hard to believe that your "CTI technician" has spent the last 9 months [b]not [/b]configuring it for you...!

If you can't Open CCPulse, it probably means that an Application instance for your version of CCPulse has not been added to CME. So - first thing is to make sure your Application Name appears in CME (not sure if you have access to do that?). If it does appear in CME, then you may not have Permission to open the Application and you will need to check your Permissions in CME...
Next, within CME, your CCPulse Application must be "connected" to a StatServer - as Cav mentioned you will need to determine which StatServer your CCPulse needs to connect to - as long as it is not the Routing StatServer!
Next, within CME, your CCPulse Application must know where your local/Network "Storage" files are. Within the Application Options, you will see a section called "Storage". That should contain (at least) 4 entries of the File Location of some .STG Files - if it does not, you will need to add them in.
Next, you will need to physically add the .STG Files into the location specified in the Options for your Application in CME. Do you have copies of .STG Files?
As a review;
You need to have a unique name for your instance of the CCPulse Application.
You need to have Permission as a User to open that instance of CCPulse.
Your instance of CCPulse needs an associated Application in CME/CIM.
The CCPulse Application in CME/CIM needs to know which StatServer to connect to.
The CCPulse Application in CME/CIM needs to know where your Storage Files are.
You need to make sure your (.STG) storage files are located in the same place as your CCPulse Application Options.
...then you can begin to build Views and Templates and Workspaces....
