Feature Server DialPlan

Hello i am trying to transition from SIP server Dialplan to Feature server Dialplan -- how ever i am having no luck
i am not seeing the dialplan even getting called upon

can someone guide me through this please as the docos not quite clear

As per the docos
-created new VOIP DN named fs-dialplan  with service-type=extended  - url=url of the of FS server
-under the Tserver section of the SIP server application object set the option dialplan=fs-dialplan
- i can see in SIP server logs the fs-dialplan DN gets in service and the HTTP is online


XS: Reset heartbeats for url:http://x.x.x.x:8800/
07:24:02.684 Std 52036 Feature Server URL fs-dialplan(http://x.x.x.x:8800/) now online

when i make a call - it just fails an no dialplan being checked or called from fs server

what else i need to do ?  i do still have the other SIP server dialplans in there but disabled
also could you have both FS dialplan together with Sip server dialplans being used at the same time
