Schedule Weekly Shifts

Hi every one.
When I try to build the following schedule I always face failure

5 Days from 8 AM
5 Days from 9 AM
5 Days from 11 AM
4 Days from 12 PM
1 Days from 2 PM

Noting that:

Planning period is 28 days.
2 Days off per week.
Synchronization is set to 0 hours in the contract on all days except before day off.
Shift 2 PM is set to be before day off
