Open url when call start

How i can open url when outbound call start?
URL look likes 'http://www.sggu.com/smf/EntityInfo.do?module=Potentials&id=2017037000000295828'
where id is unique for each client in table?

WDE has no such option. You need to build a custom module.

Open in browser.
When call start must open form for operator and url with id from base in other tab.

As said, build a custom module. No feature like that exists for WDE
