Emails not routing first in first out

Starting today my emails started being distributed to agents sporadically out of order. They were distributing First in First out so that they were worked in order of first received. Now there seems to be no rhyme or reason to way that they are distributing. Is there a setting that I can check make sure that they route in order of first received?
