createcall failed: 480 Temporarily Unavailable

Hello,

I am started working on ccxml application development. I have basci ccxml application which accepts incoming call and place an outbound call using <createcall>, upon connecting merge both calls.

But when it is trying to dial out outbound call using createcall, I am getting connection fialed with [i][b]"connection failure occurs, reason: createcall failed: 480 Temporarily Unavailable"[/b][/i]

WHere as If i redirect the incoming call to same dest used in create call, it is redirecting fine.

Can you please help mw to find out the issue ?
