Do you think that Pavel is not a poodle because we are all so obsessed with being politically correct?
Why did Tony Tyller make his final argument against Pavel... fur?
That's his closing argument? Chasing Belorussian poodles, doggy biscuits, running wild in a part, short life span... meeting dictators without preconditions, etc. all have to take a back seat so that Tony can go to Chile to talk about fur? Does this more or less explain why he's going to get his clock cleaned Tuesday?

    1.  Within applied ancient Cryptography; There may be a "key letter" or "start word" for this passage and, when written out in a single line on a parchment and applied to a suitably-sized stick, a code or new interpretation of the sentence would be revealed, when reading down the stick.

    2.  Within applied modern Cryptography; Keyword phrases might be applied where words appear out of context, to create a whole new sentence or structure.

    3.  Within applied modern Cryptology; A reference code or manuscript (book) may provide a start point from which a passage may be read, where keywords indicate a page/line reference.

    I have attempted each of these methods, to some degree.  None of them bring any discernable results so, I would have to conclude that the originator has attempted to translate their rambles from one language into another, using an inferior method of translation, whilst inebriated....

    A remedy for this is for the originator to first sober up and learn, implicitly, the English language (as it was intended for modern interpretation) and apply that knowledge to their original script, thereby translating it to a comprehensible state, for general understanding.

    - But that's just my opinion.... ;)
