I know that II-Digit information is available for use, but has anyone had any success with receiving any data that would pertain to the location of a cell phone such as a tower BTN or region identifier? 

I had spoken to one person that said his company, which was a service location company, could identify a cell phone users location by using the tower information.

This obviously would be useful if you have different call treatments depending where the caller is geographically instead of the ANI of the cell phone.

Business Tower Numbering (BTN) does not have direct link to cell phone (mobile or handheld) location fields.

[Cell phone] <-----(air interface=AMPS/GSM/DAMPS....)--->
        [Base Station] <------ T1/E1/Microwave/other? ---->
        [Mobile switch] <-------- T1/E1/other? ---->
        [PSTN] <----- T1/E1 ----->
        [PABX] <---> T-server + Genesys solutions

Cell phone location / signal strength are constantly monitored by [Base Station]s in "control" channels.
When cell phone is in conversation, a voice channel in [Base Station] is allocated for such interaction.

Cell site location
    - No standard format for all cell phone operators
    - Subject to change if frequencies are to be re-arranged for new sites and network quality frequency tuning
    - Information is available to [Mobile switch] and 'meaningful' to the operator only!
    - Information does NOT propagate to PSTN network in which [PABX] is connected

Technical speaking, it should be feasible but may not be worth to do so in term costing due to multiple cell phone operators, PSTN carriers and possibly proprietary protocol.

It would be interesting to know there is any successful integration anywhere in the world.

I worked on a project where the client was using a particular cell carrier and GPS-enabled phones to get GPS coordinates. The carrier had to provide some technical info in order for the GPS data to be accessible. Details escape me at the moment, sorry.
