TServer IVR license error

Trying to start TServer IVR and getting the following error:

Connecting to LCA at port 4999...
Open LCALayer on port=4999

10:16:41.126 Std 07100 Licensing violation is identified, the violation type GLMR_LICENSE_SERVER_NOT_AVAILABLE
10:16:41.126 Std 05066 Initialization of license failed, reason 'GLMR_LICENSE_SERVER_NOT_AVAILABLE'
10:16:41.126 Std 05062 Application initialization failed, reason 'license error'
10:16:41.126 Trc 04109 Logging service stopped


I have seen a similar problem to this on Genesys support site, but the issue is not the same (I have specified num-of-licenses=2000, and num-sdn-licenses=2000 on TServer and num-of-licenses=20, and num-sdn-licenses=20 on TServer IVR).

The servers are not located at the same site, but I can connect (via telnet) from the TServer IVR host to the Flexlm host on port 7260.

I don't see any attempt to check out the licenses in the flexlm log when the IVR Sterver is started, just the error in TServer IVR log file.

I've run diagnostics in lmtools on the FEATURE tserver_ivr_max_ports_behind and it says it should be able to check it out:

Hello Ben[i] - it's BBQ season buddy! :)[/i]

A few things...

If there is one; check that the License File location has been entered in the TServer IVR Application (Template) in CME.
I remember a problem whereby a particular password in the string being passed to allow a Network connection between hosts had a spurious character in it (an [i]ampersand[/i], I think) and that effectively "broke" the string - it might be worth checking...?
Is the License File working, locally..?  Does it contain the correct MAC/Server ID..?

Was just down to firewall settings on the network blocking a port
