So, the admin gay deployed windoz+sp2, but didn't deploy iis. Then I deployed iis, and then gvp. But provisoning server didn't want to start. This was the issue. And the solution: reinstall sp2, after install iis. And gvp started to work.

So, we had to reinstall windows sp2, after install iis6 on windows. After that GVP started to operate.
