ICS 6.5 Error SvcDispatcher

Looking for help on the following error when trying to install the Genesys Internet Contact Solution (ICS) 6.5. I am setting up a test web server using apache and tomcat. I am loading the WebAPI, WebClient, CobrowseServer, TransportServer and TestTool. When I run the TestTool, I get the following error.

Transport Servlet , Version 6.5.000.07

I am trying to find out what SvcDispatcher is?
