SIP End Point Configuration

Hello,

We are trying to configure a supported end point but having some difficulties with some of the functionality.
It registers ok (to the sipserver) however we cannot make an outbound call (after 30 seconds we hear busy tone then disconnection).
We also cannot establish a voice path in an inbound call. Case example, inbound call is made, routing strategy to place (end point extension), end point rings, agent answers however no voice, caller continues to hear ringing.  Sip logs show out of service error for end point extension.
The end point does however work when dialling another end point.
The end point is using a static IP.
Wireshark logs show Invite (in the outbound call attempt), however there is no 180 ringing sent by server. , prior to the 200 ok - time gap between invite and 200 ok is 30 seconds as per scenario above.
When using a different end point, all the functionality inbound and outbound calls work fine so must be configuration related to this product specifically.
We use an Avaya mediagateway with sipserver 8 (tested on 8.0 and 8.1).

Thanks,
