Place/Place Group Routing

Hello,

We are building a routing strategy in IRD that routes inbound calls to a place group (consisting of 5 individual places).
The places themselves consist of extension DNs.
The extension DNs is registered on a sip end point handset.

When testing this, the call routes to 3 of the places only.  the other 2 show in urs as logged out.
If i change the routing target to one of the places where calls are not routing, still does not route to it.
I am able to dial an outbound call from the end point using any of the 5 places.
URS logs show an incorrect state- am assuming this is right because the end point does not have the ability to pass state.
We want a system where calls are routed to the longest waiting place, or at least fairly so the same place doesnt always receive the call first, if not busy. I thought a simple routing strategy with target being the place would do it.
It is assumed all the places are ready and available to take a call.
ive also read an alternate is to use voice treatment ports as your dn within the place, which ensures the place state is always seen as ready by urs?

thanks.

On SIP any device becomes Ready and monitored by default at creation only. To make it not monitored it has to fail the connection but only AFTER a successful connection from some SIP Endpoint. So URS can say Out of Service which then is true, there is nothing that reaches or registers as that extension...so check the SIP Server logs and start by analyzing the REGISTER event before anything else
