WHY GIDB TABLE CAN NOT BE PURGED

The following is from GIm log:

EXTRACT_HWM            : 2011-04-15 00:30:24(1302827424)
purge-gidb-facts      : 2011-04-15 00:00:00(1302825600), days-to-keep=1
purge-gim-facts        : 2010-03-12 00:00:00(1268352000), days-to-keep=400
purge-active-facts    : 2009-08-24 00:00:00(1251072000), days-to-keep=600
NOW                          : 2012-05-25 02:45:02(1337913902)
purge-discards-and-job-history: 2010-10-04 00:00:00(1286150400), days-to-keep=600
02:45:02.953 Trc 30000 Purge Tree:

as Log indicates NOW is 2012-05-25, and I set the option days-to-keep-gidb-facts = 1.

why record of  2011-05-01 to 2011-05-31 of table GIDB_G_IR_V can not be purged?

Besides, Where does this EXTRACT_HWM time come from? Does GIM use this time to calculate retention period?
