Transfer Connect with UUI data to off site destination

We need to attach a piece of UUI data and instruct the network to transfer connect the call to a partner who will use the data in their IVR.  The UUI data is not making it to the destination IVR.

We are using Genesys 7.6 framework with an Avaya S8700.  I have attached the UUI_DATA KVP to the stream and used the "RouteTypeOverwriteDNIS" method to signal the network to do a transfer connect.  I can see the data in the T-server and router logs.  We can also see the UUI data in the Avaya logs; however our LD carrier says they do not see the UUI data. 

This leads us to believe it is an issue with the Avaya.  Our Avaya guys have tried flipping various UUI related parameters in the switch but there has been no change.

Any help would be greatly appreciated!

In case anyone else runs into this.  We had to change a codeset paramater for inbound trunks.  The KVP needs to be UU_DATA.  And we had to use an annoucment in the PBX to play the DTMF tones for Transer Connect.
