EMails is doubled when using 2 URS to load balance the Emails(double of capacity

HI

We are trying  to load balance to use 2 URSs to take email requests. Our Capacity rule is to send only one email at a time to agents. But when both URS taking requests, we see both are sending one email each to agents  and everyone is getting 2 emails at a time.

Is there any setting we can do to limit this to stick to capacity rule? Why both URS is treating capacity rule seperately?

set up agent reservation for every involved URS.

Are you using LDS? Or how did you make a load-balancing? What about agent reservation, transition and verification time or event_arrive configuration?
