As many as required.  You size it up and down accordingly with as many sites or applications required.  There are sizing documents around.  There's also the key thing about the infrastructure of the client where you deploy.

You can have 1 license for 1 agent but 200 PRI, so would have 199 queued calls.
As already said, all depends on infra, no software limits per-se. You can put more URS in LB.

Ask your pre-sales about this stuff for a better understanding on your environment

Are you asking about capacity limitations related to Genesys applications performances or commercial restrictions??
- Technically: plenty of documentation available from the vendor, no simple answer (depends on which application / suite you are referring to, interaction type, complexity of tailored solution etc etc etc). Simple answer: there is no such thing as limitation per route point.
- Licenses: of course there are license restrictions, again though, depends on whether you are referring to commercial agreements - you purchase 100 agent seats, what are you entitled to do with those - or limitations imposed by technical licenses  - you've deployed licenses for 100 IVR ports, what happens when they're all busy and the 101st call is routed to the IVR.
