check-queue-position in GMS

Hi,
can anyone explain me pls how check-queue-position is calculated? I always get _agent_ready_thresdhold_passed = false even though I have a ready agent. What is this threshold calculated on?

Example:
16:41:35.496 Trc 09900  [qtp476800120-1448] OrsService: submit to ORS http://xxx:3904/scxml/session/P820D9AGHP34L29HLTQMVBGNS800000D/request/check-queue-position
16:41:35.502 Trc 09900  [qtp476800120-1448] OrsService: response from ORS KVList:

what is that threshold?
