MakePredictiveCall callback

Hi,
could be a strange questions because I don't have experience of callback & PredictiveCall. 
ORS application starts the callback scenario with MakePredictiveCall event, in other cases no. 
Why ORS begins callback with MakePredictiveCall event instead of normal Callback request?
Of course, the callbacks started with MakePredictiveCall always fail.
We have SIP Server version 8.1.102.90
