According to the log your guess suggests itself. I noticed that, as well, and already tried without any filters, but there was no change. In fact, there are 20 records of which 10 are filtered out.

I guess you are in a CEST time zone, aren't you? Can you confirm that please - the time zone (tz_dbid=PST) is set to Pacific Standard Time in your calling list, which is UTC - 8. OCS would be dialling 10 hours after you expect

Oh dear!!! 

The devil's in the details, but I haven't been told this in Genesys Training, the calling lists were prepared  Honestly, u just don't see the forest for the trees, sometimes,  if you're too much into it.
At least i was on the right track saying the calling list is fishy  Good too, that i had my time zone in my signature.

Time Zone is CEST - affirmative
Works fine now - affirmative

It's a common misconfiguration though, and something I do not like about the OCS logs, cause they don't show you exactly what the issue with your calling list data is.

The PST is the default time zone in the calling list - there may be an option somewhere to change that, but can't remember off the top of my head!
